Section 1: Introduction
1.1 Short Title This Act may be cited as the "Techno-Safeguard and Skill Empowerment Act."
1.2 Purpose The purpose of this Act is to establish comprehensive measures that ensure responsible utilization of artificial intelligence (AI) and robotics in the state of Illinois. It aims to strike a balance between technological advancement and the protection of human employment while promoting the training and hiring of skilled workers in various industries.
Section 2: Limitations on AI and Robotics Utilization
2.1 Prohibition on Workforce Replacement
(a) No company operating within the state of Illinois shall be permitted to replace its workforce entirely with AI and robotics. This prohibition is intended to prevent mass unemployment or significant displacement of employees. Companies shall be required to maintain a reasonable ratio of human employees to AI and robotics systems.
2.2 Mandatory Training Programs
(a) All companies utilizing AI and robotics shall be obliged to provide comprehensive and free training programs to their employees in coding, robotics, AI, equipment repair, and related fields.
(b) The training programs shall be designed to equip employees with the necessary knowledge and skills to understand, operate, and maintain the AI and robotics systems used by the company.
(c) Companies shall allocate adequate resources for the training programs, ensuring that they are accessible, effective, and up to date.
Section 3: Remote Robotics Operator (RRO) Positions
3.1 Establishment of Remote Robotics Operator Positions
(a) Companies operating fast food restaurants, other restaurants, and warehouses that deploy AI and robotics systems shall establish Remote Robotics Operator (RRO) positions as an integral part of their operations.
(b) RROs shall be present on-site, responsible for operating and overseeing the AI and robotics systems to ensure their proper functioning and safety.
3.2 Responsibilities of RROs
(a) RROs shall actively monitor and control the AI and robotics systems to prevent accidents, malfunctions, and potential harm to employees or customers.
(b) RROs shall be trained in troubleshooting, maintenance, and repairs of the AI and robotics systems under their supervision.
(c) RROs shall maintain regular communication with supervisors and relevant authorities, reporting any issues, concerns, or potential improvements related to the AI and robotics systems.
Section 4: Skilled Labor Promotion and Facilitation
4.1 Training and Hiring Programs
(a) The state of Illinois shall take proactive measures to promote and facilitate the training and hiring of skilled workers in various industries, including but not limited to plumbers, carpenters, electricians, bricklayers, roofers, civil engineers, and other skilled trades.
(b) The state shall collaborate with educational institutions, industry associations, and relevant stakeholders to develop comprehensive training programs, apprenticeship initiatives, and vocational education courses aimed at equipping individuals with the necessary skills for in-demand occupations.
4.2 Grants and Incentives
(a) The state of Illinois shall allocate grants and provide incentives to companies and organizations that actively participate in the training and hiring of skilled workers.
(b) Grants and incentives shall be awarded based on the number of skilled workers trained and employed, as well as the quality and effectiveness of the training programs.
(c) The state shall periodically evaluate the impact of these programs and initiatives, making adjustments as necessary to ensure their efficacy.
Section 5: Enforcement and Penalties
5.1 Enforcement
(a) The Illinois Department of Labor shall be responsible for enforcing the provisions of this Act.
(b) The Department shall have the authority to conduct inspections, investigations, and audits to ensure compliance with the regulations regarding AI and robotics utilization, training programs, and hiring practices.
5.2 Penalties
(a) Any company found in violation of this Act shall be subject to fines, penalties, and other legal consequences as determined by the Department of Labor, which may include temporary or permanent restrictions on the use of AI and robotics systems.
(b) Repeat offenses may result in increased penalties, suspension of operations, or revocation of certain licenses or permits.
Section 6: Severability
6.1 Severability
If any provision or part of this Act is declared invalid or unconstitutional, such declaration shall not affect the remaining provisions, which shall remain in full force and effect.
Section 7: Effective Date
7.1 Effective Date
This Act shall take effect on January 1st of the year following its passage, providing companies with adequate time to prepare for compliance with its provisions.
